Pink ombre bunting
With Colour A, ch11.
Weave in all ends.

Rainbow Bunting
The Rainbow bunting differs from the ombre bunting in two ways: You only work up to Row 9 and you cut your yarn and change colours after each row.
With Colour B, ch11.
Weave in all ends.

Garland join
With Colour A, ch50. Take your first Rainbow with RS towards you and make 7sc in (visually) centre 7 sts of motif, *ch30, 7sc in centre 7 sts of next motif; repeat from * for each motif until all motifs are joined, ch50. Cut yarn.
You can also pick the middle 6 sts to join, instead of 7. I found 7 to be most 'centered' visually.
Tassels
To make the tassels, follow my Tassel DIY tutorial. Sew the two tassels on both ends of the garland to finish off.
